Publish event failed because there is no subscriber

Description

Overview:
It looks like if an event_type has only publisher but no subscriber, the publish event will fail. Is this by design or should be improved? See the checkin/out failure reported in CIRC-764

Steps

  • Remove validation for publishing event without a subscription

Expected Results:
Publish event should not fail even if there is no current subscriber to the event type

Actual Results:
Publish event failed
