This RFC has been approved to allow tenant collection topics. That is, for a given event type, a single topic will be created instead of multiple topics for each tenant. The primary driver is cost as number of tenants increase in a FOLIO cluster. This would be needed functionality to keep the cost down for a consortia deployment as well.

This change will default to current behavior utilizing topics for each tenant. An appropriate testing strategy is being developed to account for the alternate configuration, enabling tenant collection topics.

Although mod-pubsub is due to be deprecated soon, it is good to make the change anyway. The absence of this change could mean added cost above $3,000 per month for a consortia deployment.
