, this is not a P1, because testers created users with 2 overlapping permission sets that caused https://folio-org.atlassian.net/browse/MODPERMS-64#icft=MODPERMS-64. That being said there is a work around available - meaning that they can clean up their permissions and login will work. I think we can close this one as a duplicate of https://folio-org.atlassian.net/browse/MODPERMS-64#icft=MODPERMS-64.
