The mgr-tenant-entitlement issue occurred during the provisioning of the snapshot environment. It seems that mgr-tenant-entitlement broke between versions mgr-tenant-entitlements-2.1.0-SNAPSHOT.142 and mgr-tenant-entitlements-2.1.0-SNAPSHOT.146. The version mgr-tenant-entitlements-2.1.0-SNAPSHOT.142 is a functioning version.
For instance, the /configurations/entries endpoint does not have GET permission. It should have POST and GET permissions, but only POST is created.
