Not showing a message about one of the required checkboxes

Description

Overview:
Steps to Reproduce:

  1. Log into https://folio-testing-cypress-diku.ci.folio.org/ environment

  2. Go to Settings->Users->Conditions->Maximum outstanding fee/fine balance

  3. Enter test message to "Message to be displayed" field on the fourth pane

  4. Click "Save"

Expected Results: This error message is displayed: "One or more Blocked actions must be selected for Message to be displayed to be used";
Actual Results: An error modal is displayed;

Tried to reproduce it on https://folio-testing-cypress-diku.ci.folio.org/ environment, but this issue is not reproducible now:
