MODOAIPMH (mod-oai-pmh) - backport Lotus functionality to Kiwi HotFix #2 Release

Purpose/Overview:
The stories that were done in scope of Lotus improve monitoring, diagnostic and make the service more stable.
Requirements/Scope:
Backport following stories:
MODOAIPMH-391 - Spike: Unexpected character error
MODOAIPMH-377 - Implement metrics for mod-oai-pmh
MODOAIPMH-379 - Unhandled json parse exception when user does not have adequate permissions
MODOAIPMH-378 - Change the way of saving instances ids for reducing the database load
