`/ldp/db/tables` returns 200 OK with no content when username is wrong

Description

I have a Settings page now that lets you change the database connection parameters. When I use it to change the database username to ldpz (or anything other than ldp), the next time I GET https://folio-snapshot-okapi.dev.folio.org/ldp/db/tables that request “succeeds” with status 200 OK but there is no data in the response. We should surely get an actual error at that point.

Why this matters: I need some kind of error indication in order to fix , which is currently top of my list as the only effectively unresolved P1.

(Or in fact if I make any change to the URL, username or password.)

(Also if I change the database name at the end of the JDBC URL.)

(Unsurprisingly, the same thing happens if I leave the username correct but change the password to something incorrect.)
