Better handling for absent or incorrect password

Description

At present if no password or an incorrect password is provided, mod-ldp stalls for some seconds, then throws an exception:

java.net.ConnectException: Connection refused

This should be caught and handled gracefully.

This issue is not mentioned in https://github.com/folio-org/mod-ldp/blob/master/NEWS.md

Nor is it mentioned anywhere in the commit history.

So I think all we can do is close this as DONE, without tagging it to a release. Unless someone wants to go grubbing through the actual code changes.
