Purpose of this ticket is to create CategorySet resource, as an outgoing edge of Category resource for Government publication. This has to be done in the following two scenarios -

1. When marc field 008/28 is converted to a Category resource description using the marc2ld java library.

2. When http://bibfra.me/vocab/marc/governmentPublication element is passed in the Work section on the POST / PUT API call. No additional information will be present in the API request payload. CategorySet resource can be created using hardcoded values as shown in the table below.
