Release mod-inventory-storage v24.0.3 Morning Glory BF (R2 2022)

v23.0.4 was released 5 days ago. I forgot to update the release brunch.

I do not know. I and members of my team are also confused as to why this was done.

I assume it was a mistake.

I'm hoping either @Shans Kaluhin or @Pavlo Smahin can advise further and resolve this incorrect merge (and the out of date state of the 24.0 branch).

Until that is done, I consider the 24.0.4 release (and the 24.1.0 release that the Core Platform team have planned) blocked.
