Restrict cancelation of already finished reindex job

Description

Issue
If user tries to delete already finished reindex job. The job freeze in status "Pending cancel".
So users think there is a bug and job freeze. But we just not process already finished job

Approach 
Restrict the deletion of finished job

As this issue was released in the 24.0.3 version of mod-inventory-storage, meaning it in included in the Morning Glory release, I have updated the release and fix version fields to reflect that.

I have also marked the 24.0.3 release as released in JIRA and updated other issues that were targeted for 24.0.3 and not included in this release to move to 24.0.4 instead.

That's how it works, the job have status "Ids published", it means it's finished so deletion of this job is meaningless
