Add shelving ordering to holding records

Description

Current situation or problem: Enhancement request building upon the recent work done to implement Call number sort for item-level call number sorting, https://folio-org.atlassian.net/browse/UXPROD-2002#icft=UXPROD-2002. The same functionality as implemented for item-level is needed also for holdings-level. 

Requirements:

  • Generate shelving order for holdings call numbers according to the normalization rules of the call number type (using the same rules as are currently applied to item shelving order)

  • Include holdings that do not contain any items

Probably shelving order is not needed on item/holdings view and may be moved from inventory-storage to mod-search
