Cascade Delete locationids from service points

This issue no longer reflects the relationship between locations and service points.

This issue either needs to be closed or updated, as it is no longer relevant to the current state of the Location to ServicePoint relationship.

Perhaps its description should be updated to disallow the deletion of a service point which is use on a certain location?

There is currently a branch which appears to address this issue using business logic, and not through leaning on Postgres. Though manually the functionality seems to be working the tests are passing on some machines and failing on others.
