Purpose/Overview:
When performing MARC to Instance matching, matching should occur in two tenants - central & local to realize ECS.
Requirements/Scope:
Matching is limited to the central tenant and the local tenant only.
When a match is found in the central tenant, divert actions to the local tenant as necessary.
Approach:
Determine if the local tenant is in a consortium.
Determine the central tenant identifier.
Perform matching in local tenant - if match found no need to search in central (result - local or shadow Instance)
Perform matching in central tenant (result - shared Instance)
Acceptance criteria:
Matches are found in the central and local tenant.
Only one result is produced when there is a match to the Shared Instance in the central tenant and the Shadow Instance in the local tenant
