Support new major item-storage interface

Context

It is currently possible to set itemLevelCallNumberTypeId values for items that are invalid UUIDs or do not refer to a known call number type.

includes changes to disallow this from happening in the future.

Scope

• Change the module descriptor to depend upon new item-storage version (dual support may not be sensible given the storage module's constraints need to line up)

• Change the item representation to constrain itemLevelCallNumberTypeId to be a UUID

• Change the major (module) implementation version

• Change the major inventory interface version (in the descriptor and RAML)

• Raise issues for all downstream dependents
