Unable to execute rollover process – 500 Internal Server Error

Description

In the Finance app, attempting to execute the Rollover process for a ledger fails.

Preconditions:

  1. Active Fiscal year #1 and the next Fiscal year #2 exist with identical letter part (e.g. FYA2025 and FYA2026). Fiscal year #1 period includes today's date

  2. Active Ledger related to "Fiscal year #1" exists

  3. Active Fund A having current budget with money allocation $100 exists

  4. Admin user is logged into bugfest-sunflower environment

Steps to reproduce:

1. Go to Ledger details pane in “Finance” app → Click “Actions” button → Select “Rollover” option

  1. In “Fiscal year” dropdown select Fiscal year #2 from preconditions

  2. Check “Rollover allocation” checkbox in “Rollover budgets” accordion

  3. Click “Rollover” button → Click “Confirm” in appeared modal

Expected results:

Rollover is complete, new fiscal year budget is rolled over.

Actual results:

Error toast message “Error on executing rollover process” appears. POST /finance/ledger-rollovers returns 500 Internal Server Error.

Additional information:

  • Reproducible on both sunflower bugfest non-ECS and ECS environments

  • NOT reproducible on etesting-snaphot

Let me provide more details here. The first issue was that the optional interface from mod-finance-storage was pointing to orders instead of orders.rollover. That fix was released to Sunflower, but it was not the main reason for the rollover failure. The root cause was an incorrect configuration where the external Kong IP was being used instead of the internal one, which has the default port set. This configuration issue was fixed by FSE, and we are now safe to close this ticket.
