Add ability to filter DB View results by set of field

Description

Purpose/Overview:

We need to modify existing DB view implemented in scope of MODFISTO-506 in order to filter by this set of fields:

  • Ledger status

  • Group status

  • Fund status

  • Budget status

  • Expense class status

Existing endpoint to retrieve FY hierarchy should be modified to accept these new optional params to filter
