Overview: After rolling over our first ledger, where everything worked properly. The next three ledger rollovers for the same fiscal year series resulted in NO new budgets being created

This was found in the Cornel environment but also reported by Duke in their test environment recently.

Steps to Reproduce: (TBD) - attempts to reproduce this in testing environments have not been successful. When rolling over multiple ledgers for one fiscal year series budgets were created as expected

1. Log into some FOLIO environment as User X

2. Click this

Expected Results: New budgets with or without allocations are created for all active Funds during rollover for each ledger

Actual Results: Budgets with or without allocations are created successfully for the first ledger the library rolls over but NOT for the following ledgers
