Suspended fines not cancelled when claim RESOLVED with "Mark as Missing"

Description

Overview:

Found on Nolana Bugfest.

When an item has been marked claimed returned, and then the claim is resolved with mark as missing, the associated fines should be cancelled.

This did not happen with this loan:

The associated fee/fines remained in suspended - claimed returned status.

Important note:
Holly retested this and discovered that this error occurs only if you follow the steps below exactly. You must mark the items as claimed returned and then immediately resolve it. If instead you mark the item as claimed returned, then go and do something else in FOLIO (like looking at the loans associated fees/fines), this error does NOT occur. Steps to Reproduce:

  1. Log into Bugfest Nolana with a user with all permissions.

  2. Check out an item to a patron that matches to a lost item policy that charges a lost item fee and lost item processing fee if the item ages to lost.

  3. Let the item age to lost.

  4. Go to Open Loans page and press the "Claim returned" button.

  5. Do not leave the Open Loans page. Instead, immediately resolve the claim by choosing claim returned > mark as missing.

Expected Results:

  1. The two associated fees are cancelled as "Cancelled item marked as missing".

Actual Results:

  1. The fees remain in a state of "Suspended - Claim returned."

P4 that only happens when following steps to reproduce exactly. Unlikely to occur outside of a testing situation.

I can easily reproduce the issue on both Poppy and Quesnelia bugfest!

Because Nika was unable to reproduce this issue on Poppy SP3, I am going to close this as ‘won’t do'. If the issue continues after UChicago updates to SP3, we can reopen the ticket.

I was not able to reproduce the problem in out test system while we were on Orchid, but the problem still happened in production.

I think the problem may have to do with system load and the message queue.
