Support upload of Counter 5.1 reports in JSON format
Description
The /multipartupload/provider/{id} endpoint needs to accept Counter 5.1 reports in JSON format.
Only accept Master Reports (TR, PR, DR, IR).
Report uploads need to be validated (report structure and report attributes) before completing the upload process. Only successfully validated reports should be accepted.
Reports spanning multiple as well as single months should be supported.
