Provide sample data for COUNTER 5.1 providers

Sample data needs to be updated so it reflects the support for COUNTER 5.1. This includes:

• Providers with COUNTER 5.1 harvesting configuration

• Reports available for these providers should include:

  • Successfully harvested COUNTER 5.1 reports for all report types

  • Failed COUNTER 5.1 reports

  • Mixed report versions (5.0 and 5.1) for the same provider
