Change table structure of files table

To address we’re going to change the table structure of the files table. Instead of a JSONB column we're going to use a BYTEA column to store the binary data.

Acceptance criteria

• Create the new table structure as specified above.

• Create a migration script to transfer existing data to the new table structure.

• Ensure there are no breaking changes to the public API.
