Missed GitHub release step for mod-codex-mux v2.9.3

Description

We have an infrastructure tool that inspects release versions. It started reporting errors for mod-codex-mux recently.

It seems that a step in the release process was missed for v2.9.3

The q3-2020 branch of platform-complete was later reverted to mod-codex-mux 2.9.2

So the situation is averted.

I don't thinks I can remove the artifacts.

Hmm, my note was about the missed step and the resulting inconsistency.

By the way, removing a tag does not make the release go away. Artifacts are still published, and are used by systems. See discussion on Slack #tech-leads channel.
