Purpose/Overview:

We need to modify POST /tenant endpoint with adding new parameter: adminUserId and use this parameter to create predefined set of permissions in the desired tenant

Acceptance criteria:

• POST /tenant endpoint is modified with adding new parameter adminUserId and creating predefined set of permissions in the desored tenant

• Logic to store predefined set of permission for admin user in csv file is written, also this logic should be reusable because in future we can create second csv file to store permissions for system user as well to send kafka messages from this system user
