Spike: Investigate an approach how to configure tenants and deploy consortia functionality

Description

Overview:
For testing consortia functionality we need at least 2 tenants enabled, need to investigate and document how to configure this on local and rancher env for futher consortia development.

Acceptance Criteria:

  • Approach how to levarage Create Tenant Jensins job on rancher for Consortia work is documented

  • Approach how to configure Consortia with different tenants on local is documented

Setup consortia locally

Setup consortia on Rancher
Consortia setup also was performed on Rancher

Tenants are configured and tenant name can be edited on Consortium page for Mobius tenant: https://folio-dev-thunderjet-mobius.ci.folio.org/settings/consortia-settings/membership 
Another university and college tenants will be used as institutional tenants to verify that shadow user in these institutional tenants with appropriate set of permissions was created.
