mod-consortia: spring upgrade

Purpose/Overview:

mod-consortia versions should be upgraded to the latest one:

  • folio-spring-support

  • spring boot version

  • dependent libraries versions

  • logs should be improved with deleting(or moving to debug) “INFO AbstractConfig ConsumerConfig values: “, the file with log example attached
