Implement endpoint to add user affiliation and shadow user

Description

Overview:
We need to implement Swagger endpoint to add association to a tenant for particular user id.

Acceptance Criteria:

  • Create Swagger  endpoint to add affiliation

  • Write logic to save shadow user in the target tenant

  • Write logic to save new associate in user_tenant table

Changes in PR looks good, we also tested locally and able to create shadow users in another tenant. The full testing of this story will be performed when corresponding UI story will be completed in the next sprint and when karate tests will be written(this is also separate effort and separate story created).
