Purpose/Overview:
We need to modify existing DB view implemented in scope of MODFISTO-506 in order to filter by this set of fields:
Ledger status
Group status
Fund status
Budget status
Expense class status
Existing endpoint to retrieve FY hierarchy should be modified to accept these new optional params to filter
