Overview: Version history (changes) of MARC bibliographic and MARC authority records is not tracked on Sunflower Bugfest environments (non-ECS and ECS).

Steps to reproduce:

1. Go to “Inventory” app

2. Create new MARC bibliographic record via quickmarc (use “Actions” button)

3. Update created MARC bibliographic record via quickmarc (use “Actions” >> “Edit MARC bibliographic record”)

4. Click on the “Actions” >> “View source”

5. Click on “Version history” button

Expected result: Create and Update actions are tracked in “Version history” pane.
Actual result: Changes made by used are not tracked by “Version history.
