Most of data-export APIs returned unauthorized at all envs

Overview:
Steps to Reproduce:
Log into some FOLIO environment, go to the data-export app

Expected Results:
getJobExecutions returned 204 status;
Actual Results:

Also, expire job execution API returned 500, looks like the issues is related to the https://folio-org.atlassian.net/browse/MDEXP-353
