Allow log level to be specified via environment variable

Overview

Presently the log level is hardcoded in the start script(s). See:

Scope

• Allow this to be specified via an environment variable so it can be adjusted w/o needing to rebuild a new image.

• The current hardcoded configuration can remain as the default.

Acceptance Criteria

• The log level can be specified via environment variable

• if not explicitly specified, the default log level configuration is consistent with what’s currently hardcoded.

• It’s demonstrated to the team that the log level can be adjusted, e.g. the root logger can be set to DEBUG for instance.
