Spring Way: Disable old healthChkCmd or provide new one

Description

The Jenkinsfile of new Spring Way modules define the healthChkCmd, but this is just a copy of the old RMB-based modules.

See the mod-spring-template/Jenkinsfile.

Either disable that via "healthChk = false", or provide a new temporary healthChkCmd, or await FOLIO-2968 which intends to provide a standard mechanism.
