Create Quesnelia reference environment

The FOLIO community still finds value in release-based lightweight reference environments (e.g. https://folio-orchid.dev.folio.org) similar to the snapshot environments. In particular, there is a working group that would like to work with such an environment based on the Quesnelia release for developing a more useful set of sample data.

– please add any additional requirements beyond what we normally deliver. What we have built in the past are environments that have the basic set of FOLIO modules for a release, initialized with the sample data included in the modules (i.e. using loadSample=true), and refreshed on a monthly basis.

Special requirements:

For the purpose of gathering better sample data for the reference environments, not just this environment but also FOLIO Snapshot, then we need to pause the weekly/monthly builds. It will take us longer time to gather this data.

The PC Working Group on Better Sample Data is working on this task - and the work will probably take 1-2 months
