Create standalone repository of the NCIP2-Toolkit fork

Description

The folio-org/NCIP2-Toolkit fork of upstream eXtensibleCatalog/NCIP2-Toolkit was created via FOLIO-2441 around February 2020. See notes at that ticket regarding making our releases from a dedicated branch. Upstream seemed to be abandoned at that time, hence the need for our fork.

Via MODNCIP-39 it is now suggested that we turn our fork into a standalone repository. See the GitHub documentation Detaching a fork.
