Upgrade the Actions used by API-related GitHub Workflows

Description

Occasionally the API-related GitHub Workflows need their Actions updated.
e.g. "uses: actions/checkout@v3" to v4

Upgrade and verify the centralised copies of api-*.yml at:
https://github.com/folio-org/.github/tree/master/workflow-templates

Developers will need to keep their own repository copies synchronised.
