Overview: When in Settings > Circulation > Circulation rules, if you resize the pane containing the editor, you do not gain extra screen real estate; rather the space is filled with whitespace and the end of the rows in the editor become illegible.
Steps to Reproduce:
Log into Bugfest Juniper.
Open Settings > Circulation > Circulation rules
Drag left on the third pane to resize
Expected Results: The circ rules editor becomes bigger.
Actual Results: The extra space is blanks and the rows are cut off.
