(Dry run) Admin user and user with corresponding capabilities cannot edit, export and delete Shared Marc Authority record in Member tenant

The issue is reproducible on ECS dryrun1 environment
NOT reproducible on etesting-snapshot ECS

Steps to reproduce:

1. Log in to ECS dryrun1 environment as an admin user in Member tenant

2. Go to “MARC authority” app

3. Check “Yes” checkbox in “Shared” facet on “Search & filter” pane

4. Click on any shared record

5. Click “Actions” button on third details pane

Expected result:

“Actions” menu is opened and contains “Edit”, “Export (MARC)”, “Print” and “Delete” options

Actual result:

Only “Print” option is displayed in “Actions” menu
