Preconditions:

• There is an eHoldings Provider record with some notes added (provider can be found in eHoldings → Providers tab)

Steps to reproduce:

1. Log in into etesting-snapshot ( )as a user having capabilities (and sets) corresponding to the following Folio permissions:
   (can be found in Settings → Developer → Can I has capabilities?)

   1. "MARC Authority: View MARC authority record"

   2. "MARC Authority: Edit MARC authority record"

   3. "quickMARC: View, edit MARC authorities record"

   4. "Inventory: All permissions"

   5. "quickMARC: View, edit MARC bibliographic record"

   6. "quickMARC: Can Link/unlink authority records to bib records"

   7. "Export manager: All"

2. Go to “MARC authority” app

3. Click on “Actions“ button in the third pane

Expected result: "MARC authority headings updates (CSV)" option is shown and enabled

Actual result: "MARC authority headings updates (CSV)" option is NOT shown (but shown when logged in as an admin user)
