LCSG sandbox2 dryrun - cannot add/edit some circulation policies

Description

Steps to reproduce:

  1. Log in to LCSG sandbox2 dryrun enviromnent

  2. Navigate to Loan Policies, overdue policies, lost item fee policies

Expected result: Should be able to add new policies

Actual result: No Actions button, if policy exists, no edit button

- I have verified on sandbox2 that I no longer see this problem and can add/edit all circulation policies.

- I think this was a permission issue. I assigned capabilities like ‘UI-Circulation Settings Loan-Policies’. I see the action buttons now.
edit - I added your user record to the admin role so you should see the buttons now too.
