Change "Local KB admin" app name to sentence case

All labels in FOLIO should be displayed in sentence case. The app name "Local KB Admin" should be changed to "Local KB admin" (lowercase "a" for admin) wherever it is displayed in the user interface.

Places where the name needs to be changed include:
1. In the FOLIO header (horizontal app list) and the app drop-down menu.
2. In the Local KB admin app itself.
3. In the Settings app:
