Tooltip is missing on the Custom Coverage icon

Description

Overview:
In the "E-resources - agreement lines" accordion, and the "E-resources covered by this agreement" accordion, the Custom Coverage icon should have the tooltip "Custom coverage"

Steps to Reproduce:
Tested on Folio snapshot https://folio-snapshot.aws.indexdata.com/

  1. Open Agreements app

  2. Select an agreement which has an agreement line with Custom Coverage set

  3. Open the "E-resources - agreement lines" accordion

  4. Position mouse over the custom coverage icon

  5. Scroll down to view the list of "E-resources covered by this agreement" and position the mouse over the Custom Coverage icon

Expected Results:
The tooltip "Custom coverage" should display on hover

Actual Results:
Nothing is displayed on hover

any clues when 5.8.0 will be released?

stripes-components now has the Tooltip component but there is no released version of Stripes that contains it yet, it's only on master. It will be in the future 5.8.0 release.
