re permissions, this will be separate to edit agreement permission, and will sit at a 'Notes' level - so, if a user can manage notes, they can do that in licenses, eholdings, agreements or insert app context here etc. Potentially we can hide the UI in different app contexts, but that would not stop a user posting data.

Value for user:
Notes are short text fields that can be added in an ad hoc manner to various items in Folio. This enables a user to easily add notes to an item which can be then viewed by other the user and other users.
Examples:
A user wishes to add a note that they have spoken to the supplier of an agreement about a resource being unavailable, and include information about what action was agreed. They can do this, and when they, or another user, look at the agreement in the future they can see this happened, what was agreed, and check that the agreed action was taken.
Roles and restrictions:
Permission to manage notes on an agreement should be separate to the permission to edit the agreement details
A user who has read/view-only permission to the agreement may manage the notes on that agreement
Workflow / UI expectations:
1. A user can manage Agreement notes from the Agreements (preview pane) from a new "Notes" accordion
The Notes management interface should follow the pattern established in the eHoldings app (see also )
Business rules & constraints:
Manage Notes functionality should only be available when the Notes app is available in the tenant
