Exception logged only for info, and application deals with job service initialisation properly when upgrading. Slack conversation confirmed that the module was stable and started properly.
Relevant message from user rmurnal in slack thread:
...in my situation it was not like that, it was in steady state when I encountered this issue. Unfortunately I can't reproduce this issue and strangely as of now only I faced this issue. So, I think I will get back to you if I encounter this issue again to investigate further.
