Support package identifiers

Description

Purpose/Overview:
Packages described in external sources (e.g. GOKb) can have identifiers. This story is to add support for storing these identifiers in the Folio Agreements KB

It was originally part of ERM-2045, but has been split into a separate story because it is a slightly more complex requirement and needs some focussed discussion on how we handle various scenarios (e.g. multiple packages with the same identifier) than the other package metadata being added through ERM-2045
