Infinite scroll breaks/freezes when you scroll using scroll bar

Description

In Chalmers 3.2 test environment, using Chrome

Steps to reproduce:
1. Go to Inventory
2. Click Location filter ACE Library Open Shelf (or any other location)
3. Use right hand scroll bar to scroll through the results

Expected results:
As you scroll down, you see more results.

Actual result:
When you scroll down, the result list disappears and is replaced, alternately, with a blank pane or jumbled gray lines. See screencast.
If you try to refresh the page, you get repeated "Failed to fetch" modals.

Verified that the same thing happens in Users and Orders.

Fix verified in Chalmers Fameflower environment for Inventory, Orders and Requests.

Still happening in Users ().

Since was resolved on 16/Apr/20, I assume we'll get it in Goldenrod - will verify in BugFest next week.
