Steps to repro:
Chalmers noticed in their environment that some (all?) of the requests where the Hold shelf expiration date had passed were not showing up on the Hold shelf clearance report
Upon further examination, the Request status for these items was still "Open - Awaiting pickup" which probably explains why they are not showing up on the report
Expected: When a request's Hold shelf expiration date passes, the request status is supposed to change to "Closed - Pickup expired" and they should show up on the "Hold shelf clearance report".
Actual There are requests who have Hold shelf expiration dates in the past that are still Open - Awaiting pickup

Additional info: This is very important to fix quickly to keep the request queues moving (people are waiting for these items as they sit on the hold shelf)
NOTE: I thought I could maybe trigger the status change by manually saving the request so I added a Request expiration date which made the form dirty and allowed me to save. This is what happened:
The request saved and the Hold shelf expiration date cleared out (this shouldn't happen - I will file a separate bug)
The request status did not change
I then edited the request again to remove the request expiration date and add back the Hold shelf expiration date (though the time was changed from the original which you may notice if comparing the system to the screenshot above)
