USERS - Filtering by Users Status or Patron groups returns (Total Records = 1000) when there are more

This Jira seems to be related to and UIIN-1070.

Found in Fameflower dry run for Chalmers, https://chalmers-dryrun.folio.ebsco.com/.

1. Go to the app USERS
2. Try to filter on status 'active'.
3. Message says '1000 records found' where there is much more records.

The same result for every filter that would result in a lot of records, like Chalmers students etc.
Strange thing is - if you click both the inactive AND active filter you get the correct result.
