Request created via EDS has request creation date in the future

Description

Steps to repro:

  1. I'm not actually sure if this is how the data got in, but it seems the likely cause

  2. Create request in EDS

  3. Select request start date in the future

  4. View the request in FOLIO

  5. Request creation date is in the future

Expected: Should not be able to specify request creation date in EDS

Actual: Requests can be created in the future which could cause problems (not sure what, but I am concerned)
