@Oleksandr Hrusha @Anne Ekblad - I followed the instructions provided here and was able to place/confirm/complete a mediated request in pre-validation.

Hello. When creating requests, you should pay close attention to the circulation rules and request policies for all 3 tenants, they should match (specifically in this case, as in the screencast, in two tenants the required service points were not allowed in the request policy). I created a new item with the barcode kayak03 in the same holding where there was an item with the barcode kayak02 and after my changes to the request policy I was able to successfully confirm the mediated request. Please note that the item with the barcode kayak02 cannot be used at the moment because during my invisigation there were unsuccessful attempts to confirm the mediated request and it can no longer be returned to the available status. If you want to make sure that everything works, create a new item in the same holding

Only to add that on pre-validation, it is possible to make requests, however when making mediated requests, it is possible to create/save, but not possible to confirm.
