Purpose: For making the UX aligned with current functionality implemented for Poppy, we will deprecate the select option 'None' Notice method in the Reminder fees accordion.

Steps to reproduce:

1. Log in to the test environment, as a specific user

2. Go to Settings > Circulation > Fee/fine > Overdue fine policies

3. When viewing a given Overdue fine policy in edit mode

Expected result:
Then in the accordion labelled: Reminder fees then the Notice method column should not have the option: None

Actual result:
Following options are displayed: Select notice method, Email, Print, and None
